Microsoft on September 25, 2026 began rolling out a single Copilot app. It folds four things into one product: conversational Chat, the Cowork agent, a redesigned coding environment called Code, and Autopilot, a persistent agent formerly codenamed Scout infoworld.com. The pricing changed with it. Investing.com reported a split model: a fixed-rate subscription for everyday Chat, and pay-as-you-go Usage-Based Billing for long-running agentic tasks in Code and Autopilot finance.yahoo.com.
That pricing lands on a large base. In its July 29, 2026 results release, Microsoft said Microsoft 365 Copilot reached over 30 million paid seats in the fiscal year ended June 30, 2026 sec.gov. Investing.com put that paid enterprise base, as of June, at roughly a third of Microsoft's M365 commercial user base finance.yahoo.com. Our read is that the Chat side keeps producing predictable seat revenue. Spending on Code and Autopilot becomes a metered line, and its size depends on how much agentic work customers actually run.
Microsoft is putting agentic work on a meter and shipping the controls with it
InfoWorld reported that the design goal is for users to describe a task without choosing a mode, and for Copilot to route it to Chat, Cowork, Code or another capability infoworld.com. On the July earnings call, Satya Nadella, Microsoft's chief executive, described an architecture that separates the orchestration layer, context and memory from any one AI model, InfoWorld reported infoworld.com.
The launch also added infrastructure, according to InfoWorld:
- Fabric IQ and Work IQ, which supply enterprise context.
- Copilot Managed Runtime, for running AI-built applications.
- A unified plugin registry.
- Usage-based billing and FinOps controls for agentic workloads infoworld.com.
Autopilot runs in a company's cloud tenant and executes multi-step background tasks, such as supplier reviews, without constant prompting, Investing.com reported finance.yahoo.com.
MLQ, an AI news site, reported on July 31 what customers paid then. Cowork required a Microsoft 365 Copilot license plus consumption billing, at $0.01 per Copilot Credit. The E7 bundle cost $99 per user per month on an annual commitment mlq.ai. MLQ also listed per-user or per-group spending limits among Microsoft's commercial controls mlq.ai. Microsoft is shipping metered billing, FinOps tooling and spending caps together. On that evidence, our read is that Microsoft expects variable agentic bills to need active governance by customer IT departments.
Much of the unified product is still arriving
The app is partly a consolidation. InfoWorld reported that Cowork, Scout and natural-language app-building launched in the period after Microsoft's November 2025 Ignite conference, and that the individual pieces "are not entirely new" infoworld.com. Some parts are also incomplete:
- Fabric IQ is generally available in Chat and Cowork, but reaches Code only later, through the Frontier program.
- Work IQ enters public preview over the next month infoworld.com.
- Windows Central reported that the rollout began on launch day but that not everyone would see it right away windowscentral.com.
- Microsoft's release notes describe a safe deployment model that reaches a subset of users within a tenant before expanding across the organization learn.microsoft.com.
The consumer retreat is reported, and Microsoft's own pages cut against it
Bloomberg reported that the move marks a strategic retreat from the personal chatbot market, according to Investing.com. That article also quoted Charles Lamanna, a Microsoft executive, speaking to customers at a private preview event: "We're not going to build a Copilot that's like your personal companion" finance.yahoo.com.
Microsoft's support page for the updated app points the other way. It says users can sign in with personal, work or school accounts, and that free chat and image creation continue, subject to capacity and limits. It also says personal users' chats move with them support.microsoft.com. MLQ reported that Nadella told the July call the app would span "both consumer and commercial experiences" mlq.ai.
The same support page lists Podcasts, Deep Research and Group chat among features that are retiring support.microsoft.com. CNN reported on October 23, 2025 that group conversations were among newly unveiled consumer features. In that same report, Mustafa Suleyman, CEO of Microsoft AI, said: "I want to make an AI that you trust your kids to use" cnn.com. CNN reported at the time that Copilot had 100 million monthly active users across Microsoft's platforms, against 800 million for ChatGPT cnn.com.
The metered revenue will surface in reported results. In the quarter ended June 30, 2026, Microsoft 365 Commercial cloud revenue rose 14% on a reported basis. Adjusted for a prior-year comparison that benefited from two points of in-period revenue recognition, it rose 16% sec.gov. In the quarter ended March 31, 2025, that line grew 12% sec.gov. Microsoft's fiscal year ends June 30 sec.gov.
